Poverty, Social Protection and Fiscal Management
Research in the area of poverty and social protection has a prominent place within the MGSoG, with many staff members working in this field.
Within this group three main areas can be further identified:
1) methodological issues of measuring poverty, 2) impact of social protection policies on living standards and 3) welfare state analysis from a more general perspective. Research methods employed are often empirical using cross-section and panel data sets stemming from quantitative and qualitative surveys. The variety of research questions currently studied is also reflected in the geographic dispersion of the research, which covers Western and Eastern Europe, Russia, the Middle East, the USA, India, China and Vietnam in Asia and Congo, Zambia, Senegal and Tanzania in Africa. Current research on social insurance focuses mainly on pensions. With the problem of an ageing population in Europe, policy interventions are needed to deal with the likely consequences. The Schools research in the area of pensions includes theoretical modeling, empirical analysis using qualitative and quantitative data, as well as micro simulations to understand the impact of the changing demographic composition of the population and other factors on the old-age pension system. Implementing social policies and programmes requires resources; designing social programmes and policies requires social budgeting in order to reconcile the intended policies with encompassing fiscal balance. Understanding the dynamics in the creation of fiscal space also belongs to this research theme. The research is focused on the broader understanding of the macroeconomic and public finance implications of taxes, expenditures and other forms of financing social policies such as private and social insurances. The viability and impact of new financing mechanisms such as microfinance belongs equally to this research theme. | ||||||
